Consular Responsibilities:
Attending to and protecting the interests of the Philippines throughout Oregon, preserving the unity and cooperation among members of Filipino communities while defending the rights of all Philippine citizens and promoting their welfare including:
- Promoting and expanding foreign trade, attracting foreign tourists and investments;
- Studying the relations between the Philippines and the United States, becoming acquainted with everything affecting the interests of the Philippines and which may be utilized for the development of Philippine commerce, industry, shipping, agriculture and economic conditions in general;
- Developing a market for Philippine products and disseminating factual information about Philippine political, economic, social and cultural development; and
- Performing such other functions and services as may be deemed proper and necessary in the furtherance of Philippine commercial interests abroad.
Consular Services (by appointment only):
While I am not authorized to administer oaths to Philippine citizens or process passport applications, I am permitted to certify ship's papers, authenticate documents executed by Philippine citizens and authenticate the validity of the official acts of local authorities or notaries public including:
- Issuing Authentications and/or Acknowledgements (with red ribbon and consular seal);
- Issuing 3 month, 6 month or 1 year non-immigrant visas to temporary visitors, those in transit, seamen and crew lists without prior authorization from the Secretary of Foreign Affairs; and
- Issuing one-way Travel Documents (under special conditions) to Filipinos without passports.
All other consular services are provided by the Philippine Consulate General in San Francisco.

Acknowledgement of Special Powers of Attorney, Affidavits and other Legal Instruments
- Principals (persons executing the document) must appear personally to sign the document. For those who cannot make a personal appearance, follow authentication procedures below.
- The following documents must be submitted:
- Two (2) originals OR one (1) original and one (1) copy of each doument
- Two (2) photocopies of passport or ID card (for each document submitted). Note that the acknowledgement certificate will follow the name in the passport or ID card submitted.
Authentication of Notarized Documents (for principals who cannot appear in person)
- The document must be duly notarized by a local notary public.
- The applicant must obtain an apostille or a "Certification of Notary Public" by presenting the notarized document to the Secretary of State's office in Salem.
Note: Legal documents notarized by notaries public accredited by the Philippine Consulate Genral in San Francisco can be authenticated without the required Secretary of State's certificate. As of 10 February 2012, accredited notaries public in Oregon are Ms. Michelle Raquedan in Portland (503-539-3879, MRaquedan@comcast.net) and Mr. John Alamarez in Salem (503-999-4758, johnalamarez@yahoo.com)
- Submit the original copy plus one (1) photocopy of the document with the Secretary of State's certificate.
Mailing of Documents: When sending documents for authentication, please include a 9 x 12 envelope, pre-addressed and pre-stamped with sufficien postate (at least $1.32) so that the document can be returned without folding it into a smaller envelope.
